The location selected for the eastern tower was a low spot so we elected to make that foundation 4 feet high instead of 3 feet as we did the other foundation and anchors. This allowed us to be below the frost line at the bottom and kept the top at the same elevation as the western tower's foundation. In the picture below, note the two re-bars sticking out the top. The tower will stand over these pins and be held in place by them. After the bridge construction was complete, fill dirt was used to bring the ground level up even with the top of the foundation.
